Demonstrations in Thailand - Damage/Denial of Access Considerations

The issue of Denial of Access following the protests in Thailand was discussed at the CILA conference in September.

Whilst it was proposed that a draft guidance note following that discussion would be circulated to everybody that attended the session, this topic has caused such extended debate within the committee that introducing the wider consultation could mean that the note might not be issued until next year. We concluded that any delay would be undesirable, even balanced against the potential improvement that might arise following wider discussion. As ever, we are happy to receive any comments on this.

There are a number of issues arising from the production of this note that we have fed into the wording review for better consideration, including the issue of what is meant by Damage. Potentially, the ongoing work on that report might give rise to this note being updated in the future.
